REL West and the California Comprehensive Center were asked to assist state and district leaders in using research, policies, and promising practices, along with available resources, to increase the effectiveness of principal development and evaluation systems. This day-and-a-half interactive seminar combined researcher and expert presentations with practitioner Q&A, a policy panel, and participant action-step discussions.

Enhancing Principal Effectiveness through Comprehensive Principal Evaluation Systems

The keynote presentation was provided by Richard Halverson, assistant professor and researcher at the University of Wisconsin and the Wisconsin Center for Education Research, who is engaged in an IES study through 2013 on developing and validating leadership evaluation tools, and who was on the panel for the IES Practice Guide, Using Student Achievement Data to Support Instructional Decision Making.
Other presentations included a review of the literature on principal evaluation policies and practices, key features of a comprehensive evaluation system, using multiple measures in principal evaluation systems, and data options for evidence-based evaluation.
The New York City School District principal evaluation system was featured in a panel discussion; another panel discussed how researchers, policymakers, and practitioners can work together to improve principal evaluation practices in California. Participants had multiple opportunities to interact with presenters and panelists and time to plan next steps.
