Crafting a Research Agenda to Study New Educator Effectiveness Measures

This half-day seminar for members of the Educator Effectiveness Alliance was designed to:

  • deepen participant understanding of considerations for evaluation of pilots, including validity and reliability, implementation, and the weighting of component measures;
  • develop SEA-specific work plans for learning from initial local implementations of new teacher effectiveness measures and systems during the 2102/13 school year; and
  • build consensus for a REL West Educator Effectiveness Alliance program of cross-state research for 2012-2014.

REL West presenters Reino Makkonen, Dan Bugler, and Matt Borek shared key data collection and methodological considerations for studying the technical merits of new measures, their initial implementation, and combining/weighting results. The presentation included an overview of potential research questions and evaluation designs.

State team representatives reported on their SEA's approach to the initial implementation year and progress made to date. In small groups, participants worked to apply what they had learned to their state's context and to prioritize research questions and strategies for the 2012/13 school year.
